		<description>Absolutely, low PR sites certainly do have the potential to mature to higher PRs and can be of high quality such as this site. However through experience I&#039;ve learned that it takes more incoming links to go up in rank if most of them have low PRs. If you focus on higher PRs linking to you, I&#039;ve come to find that you will not need as many incoming links to go up in rank as you would with lower PR sites linking to you.
